Has Taylor Momsen hit rock bottom?

Taylor Momsen lost her regular spot on “Gossip Girl” then the title of Face of Material Girl, the clothing line by Madonna and her daughter.

Now she’s being spotted in Montreal looking like this:

We don’t have any serious reports of her needing rehab or going to jail, but is it safe to say she’s hit rock bottom? She looks awful. I really don’t know that she could get any worse looks-wise.
